MUST, Mirpur AJ&K is being ushered into transformative era of institutional recalibration that reinvigorates equity through long-overdue promotions across all pay scales including Faculty, Administrative Officers & Staff so as to reinstate esteem to the most underserved basic pay scale cadres whose services had remained overlooked since 2009; Brigadier Younus Javed while being cognizant of the fact that Grades 1 to 16 form backbone of the University progress manifested his resolve to incentivize employees whilst firmly holding merit alongside casting an eye on prudent Financial Management vis-a-vis Government-level engagements thereby securing institutional financial stability & safeguarding workforce welfare and morale thus reinforcing institutional ethos with assiduity & sagacity.
Brig (R) Prof. Dr. Muhammad Younus Javed SI (M) Vice Chancellor Mirpur University of Science and Technology MUST, Mirpur AJ&K addressed the gathering of recently promoted as well as those who are in line for promotion including Faculty Members, Administrative Officers & Support Staff at Mechanical Hall of City Campus on Thursday, April 23, 2026. Upon his arrival Vice Chancellor was warmly received by Prof. Dr. Zafar Iqbal, Dean Faculty of Social Sciences & Humanities, Prof. Dr. Rashida Hussain, Dean Faculty of Natural & Applied Sciences, Prof. Dr. Naeem Iqbal Ratyal, Registrar, Prof. Dr. Muhammad Khalique, Chief Finance Officer, Prof. Dr. Faisal Riaz, Dean Faculty of Health and Medical Sciences; Mr. Kamran Hameed, Controller of Examinations, Dr. Muhammad Naveed, Deputy Registrar along with Faculty Members & Administrative Staff.
In his opening remarks Prof. Dr. Naeem Iqbal Ratyal, Registrar MUST provided comprehensive details regarding huge number of employees promoted through Selection Boards & Selection Committees during the tenure of Honourable Vice Chancellor. Following him Prof. Dr. Muhammad Khalique, Chief Finance Officer presented financial position of the University & elaborated how through strenuous and strategic efforts of Vice Chancellor payment of enhanced salaries nearly 165% was ensured, including allowances such as ARA & DRA along with settlement of other liabilities & promotion of Faculty & administrative Staff. Representing Faculty & Administrative Staff Mr. Nafees Kayani and Mr. Chaudhary Arif expressed their warm gratitude to Brigadier Younus Javed for facilitating long-awaited promotions across the University through his extraordinary leadership.
Speaking on the occasion Brigadier Younus Javed congratulated Faculty Members & Administrative Staff on their well-deserved promotions & reasserting his pledge to growth, welfare & merit-based career progression of the University employees. He particularly highlighted that majority of promotions have been granted to employees from basic pay scales, especially those in lower cadres including Sweepers, Office Attendants, Lab Attendants, Library Attendants, Security Guards & Machine Operators. He further said as many as 32 Data Entry Operators have been promoted along with other higher Administrative positions while Junior Lecturers in BPS-17 have been promoted to Lecturer in BPS-18 through extensive, sustained & dedicated efforts. Brigadier Younus Javed further elaborated on the proactive Government-level engagements undertaken to secure the provision of funds in effort to achieve financial stability & enabled the University to meet its obligations, adding that at a time when many Public Sector Universities are facing severe financial challenges Mirpur University has successfully averted financial instability through prudent fiscal management, expenditure rationalization & transparent governance that have not only safeguarded the University from potential financial distress but also enabled it to prioritize employee welfare and institutional advancement. Brigadier Younus Javed commended Prof. Dr. Naeem Iqbal Ratyal, Registrar, Prof. Dr. Khizer ul Haq, Former Registrar, Members of the Syndicate, Dr. Muhammad Naveed, Deputy Registrar, Mr. Tahir Mehmood, Assistant Registrar & Dr. Waqas Faryad for their remarkable efforts & pivotal role in successfully convening Selection Boards and Selection Committees while ensuring transparency, merit & timely processing of promotions. The session was moderated by Dr. Anwar-ul-Haq, EE concluding with group photographs of Faculty Members & Administrative Staff with Vice Chancellor.
